The DZF: A forum for the dialogue

Demands by the German-Cypriot Forum 

The DZF is asking political decision-makers in both parts of Cyprus

    1. to clearly state their political intention to realize a reunification of Cyprus,
    2. to continue inter-communal talks with the serious objective to prepare specific steps toward a political solution,
    3. to implement confidence-building measures for a rapprochement between Greek Cypriots and Turkish Cypriots,
    4. to actively support the work of bi-communal initiatives and
    5. to thus set the stage for an UN initiative for a solution.

      The DZF supports the following confidence-building measures The DZF takes the view that the implementation of the following confidence-building measures could support the process of rapprochement in both parts of Cyprus substantially:

      1. Enhancement of contacts between the two communities

      • Enhanced lines of communication and the opening of more crossing points between both parts of Cyprus, especially on Ledra Street (Lokmaci) in Nicosia
      • An increase of economic relations
      • Promotion of educational and cultural exchange
      • Creation of opportunities to meet at sports events
      • Enabling cooperation of public authorities, schools and universities

      2. Conscious dealing with bilingualism in Cyprus
      • Offers for language teaching in both official languages of Cyprus at secondary schools
      • Promotion of bilingual media
      • Use of Greek and Turkish in all public institutions
      • Bilingual signs and markers for all towns and villages that had Greek and Turkish names before the separation

      3. Mutual efforts to achieve the following tasks
      • Modernization of schoolbooks aiming at a description of the history and culture of Cyprus that promotes mutual understanding
      • Working toward a concept for the solution of the property issue
      • Stock-taking of Natura 2000 sites and the creation of a mutual council for a sustainable development
      • Development of Famagusta including Varosha into a place for dialogue and cooperation of Greek and Turkish Cypriots as a model for a future reunited Cyprus
      • Restoration and renovation of deteriorated buildings within the Green Line
      • Protection of archaeological sites

      4. Development of a multicultural society
      • Taking its multicultural character into account when Cyprus is presented internationally
      • Consistent efforts toward the social, political and cultural integration of those who will stay on the island permanently
      • Legal protection of the status of temporary migrant workers and refugees as well as more effective measures against their discrimination

      5. Demilitarization
      • Measures aiming ath the demilitarization of the ceasefire line in Nikosia and in other regions of Cyprus
      • Cessation of military manoeuvres on both sides

      The DZF expects the EU candidate Turkey
        1. to fulfil all its obligations toward the EU,
        2. to reduce the public presence of Turkish troops in northern Cyprus and
        3. to initiate a phased withdrawal of troops from the island.

          The DZF expects the EU
            1. to promote confidence-building measures and to support political decision-makers in both parts of Cyprus by their implementation,
            2. to implement the Direct Trade Regulation of the EU,
            3. to hold a census according to EU standards in both parts of the island,
            4. to start a dialogue with Turkey on the issue of a phased withdrawal of troops as well as
            5. to create genuine democratic opportunities for Turkish Cypriots to participate in the European Parliament.
